Safer Play

Responsible Gambling in Ireland

GRAI's National Gambling Exclusion Register, deposit limits, 24/7 helplines, and PGSI screening — practical safer-play tools for Irish players.

Ireland is undergoing a fundamental shift in how gambling harm is prevented, regulated, and treated. The Gambling Regulation Act 2024 established the Gambling Regulatory Authority of Ireland (GRAI) — an independent body with powers to license operators, enforce consumer protections, and administer the National Gambling Exclusion Register.

This guide covers the regulatory safeguards now in place, how to recognise problem gambling, practical self-exclusion and blocking tools, and where to find free clinical and peer support across Ireland.

GRAI and the New Regulatory Framework

For decades, Irish gambling operated under pre-internet legislation with minimal consumer protection. GRAI now enforces a public-health-centred model with licensing, monitoring, and penalties designed to change operator behaviour — not merely absorb fines as a cost of business.

GRAI can impose fines of up to €20 million or 10% of annual turnover (whichever is greater), suspend or revoke licences, and seek court orders to halt unlicensed gambling activity. All B2C, B2B, and charitable lottery operators must re-apply under the new regime.

Consumer Protections Under the 2024 Act

GRAI's framework deliberately introduces friction into gambling — addiction thrives where the gap between urge and transaction is instant. Key protections include:

  • Credit ban — credit cards and e-wallets linked to credit facilities cannot fund gambling accounts.
  • Inducement ban — VIP schemes, free bets, hospitality, and promotional credit matches targeting loss-chasing are prohibited.
  • Deposit limits — operators must offer binding spend limits; GRAI can impose universal caps.
  • Account closure — inactive accounts close after 13 months; balances refunded or redirected to the Social Impact Fund.
  • National Exclusion Register — one self-exclusion request blocks access across all licensed online operators.

Recognising Gambling Harm

Problem gambling is a behavioural addiction involving the brain's dopamine reward system — the anticipation of a win can be as reinforcing as the win itself. Harm rarely appears overnight; it typically follows a pattern of escalating financial, behavioural, and emotional signs.

Financial warning signs:

  • Borrowing or selling possessions to gamble
  • Maxing overdrafts and credit limits
  • Missing rent, bills, or essential payments
  • Hiding bank statements from partners or family

Behavioural warning signs:

  • Missing work, study, or social commitments to gamble
  • Preoccupation with betting strategies or recouping losses
  • Chasing losses — returning immediately after a significant loss

Emotional warning signs:

  • Anxiety, irritability, or stress when not gambling
  • Using gambling to escape depression or helplessness
  • Guilt, shame, or denial when confronted by others

According to HRB research, men are 4–5 times more likely than women to be at-risk or problem gamblers, with males aged 25–34 the highest-risk group nationally.

The Problem Gambling Severity Index (PGSI)

Clinicians and support services use the PGSI — a nine-question self-assessment covering the past 12 months. Each answer scores 0–3 points (Never → Almost Always).

PGSI risk tiers

Self-Help and Harm Reduction Strategies

Relapse is rarely spontaneous — it is triggered by payday liquidity, boredom, conflict, or exposure to betting advertising. Evidence-based strategies include:

  • Schedule high-risk windows — plan structured activities during evenings, weekends, or sports events.
  • Financial transparency — shared banking access or notification alerts remove the secrecy addiction requires.
  • Cognitive reframing — treat deposited funds as spent entertainment cost, not recoverable investment.
  • Ad de-targeting — hide gambling ads on Facebook, X, and Google account settings to reduce passive triggers.

Digital Friction — Three Lines of Defence

Smartphones removed every physical barrier to 24-hour gambling. Ireland's recovery ecosystem responds with three complementary technology tiers:

Tier 1

Bank-Level Financial Blocks

Blocks gambling merchant category codes at the banking layer before a transaction completes.

  • AIB — 3 working-day cooling-off to remove block
  • Bank of Ireland — blocks online, retail, and wallet payments
  • Revolut — toggle in Security settings
  • Permanent TSB — in-app voluntary toggle

Tier 2

Device & Network Blockers

VPN and DNS filtering to block gambling URLs and apps across phones, tablets, and computers.

  • BetBlocker — free, 100,000+ sites blocked
  • Gamban — subscription, hard to uninstall by design
  • Gamblock — legacy multi-device blocker
  • Whistl — AI-driven trigger mapping and spending shield

Tier 3

Digital Therapeutics

CBT-based apps, recovery tracking, and specialist chat support for long-term behaviour change.

  • Extern Stop Gambling App — 100-day programme, live specialist chat
  • Gambless — CBT diary and crisis chatbot
  • SobrMate — multi-addiction tracker with savings calculator

Tier 1 — Bank Gambling Blocks

Bank blocks intercept transactions coded as gambling at the payment network level. They are effective but not foolproof — operators using non-standard merchant codes may bypass filters. Always combine bank blocks with device-level software.

Bank Gambling Blocks

Pros

  • Stops gambling transactions before funds leave your account
  • Covers online deposits, retail betting shops, and many wallet payments
  • Cooling-off periods on AIB and Bank of Ireland reduce impulsive unblocking
  • Free to activate with most Irish retail banks

Cons

  • Can be bypassed if an operator uses a non-standard merchant category code
  • Does not block access to gambling sites — only the payment itself
  • Revolut and PTSB toggles can be switched off without a long delay
  • Must be combined with device blockers for robust protection

Tier 2 — Device and Network Blockers

Peer Support — GA and SMART Recovery

Gamblers Anonymous (GA) follows the abstinence-based 12-step model, with meetings across Dublin, Cork, Galway, and hybrid Zoom/dial-in options. Gam-Anon supports partners and families separately.

SMART Recovery offers a secular, CBT-based alternative built around a 4-Point Programme: motivation, urge coping, thought management, and balanced living. Both models are free and active nationwide.
